Maricopa man admits defrauding government A Maricopa man and his company have admitted defrauding the government of $390,000 by delivering bogus specimens to U.S. Department of Agriculture labs testing for mad-cow disease. According to the U.S. Attorney's Office in Phoenix, Roland Emerson Farabee, 55, president of Farm Fresh Meats Inc., pleaded guilty Wednesday to theft of government funds, wire fraud and mail fraud. Beginning in 2004, Farm Fresh Meats entered a government contract to collect samples from "high-risk" animals, receiving $150 for each specimen submitted to USDA laboratories. The contract required Farm Fresh to maintain the cattle carcasses in cold storage until tests were completed.
